Traditionally, security service has been recognized as a part of government sector. These arguments were continuously supported by many scholars up until 1980, and most scholars defined that the security services become one of representative public services and facilities role which was responsible to a nation. Along with end of the Cold War, theory of the small government, which was based on new liberalism, become magnified, a new problem about utilization of expanded interpretation for a policing service was began to discussed between scholars and professionals. According to a question of whether the security service was genuineness public services and facilities or private services and facilities that provided and could be purchased in the market, it was still highly weighted on characteristics of public services and facilities to a theoretical perspective. But The security services seemed to be changed in the area of concept and service characteristic so far, but a domestic private security services have been devalued on it``s importance and it``s role. The primary reason for devaluation to the domestic private security services were being recognized it``s role as an assistant of government. This study classify into a security service characteristic complied to service characteristic not to focus on supplier perspective. Based on that an appropriate regulatory alternative will be suggest to a good characteristic, attribute to build the most effective and stable system to both regulator and regulatees.

The paper aims to analyze the agent problems of the collective private contract that had been implemented by Korean government. The results of the analysis indicate that the collective private contract caused the deep agent problems of adverse selection and moral hazard, that comes often from common contract relationships. The problems got worse due to the deficiencies of incentive and monitoring systems. In addition, the problems so deepened due to both the competition-restraining characteristics of the collective private contract and the resulting rent-seeking actions of agents.

Recently the financial state in the local government is so serious, however government is still pushing ahead with the national project like constructing a railroad, a road, a airport requiring huge budget. Therefore, the scale of the government budget waste in the middle of process of the national project is considerable. Sometimes one plan is overlapped with other plan, some constructions have been suspended because of less validity. Moreover, the local government``s competition for inviting a national project to locate in their city is becoming heated. The national project is likely to be effected by political power, so the competition for national project``s site designation seems to be a competitions among politicians. In this study, the public choice approach have been done to find out reason why each district has been pushing ahead with community development though financial trouble.

This article aims to analyze comparatively and interpret critically the recent innovation experience on primary local governments system in Japan and French, and to give some academic and practical implications for revising the primary local governments system in Korea. In French, there have been, to deal with problems of depopulated regions, coalition apparatuses in diverse levels of Commune besides merger between primary local governments. And, Japan has also implemented some self-reliance promotion policies for depopulated regions in addition to mergers of them. It seems that the experience from these two countries can give some useful implications for revision of local administration system, especially for primary local governments. However, as the local governments system of Korea has distinctive characteristics comparing to ones of Japan and French, revision of primary local governments system should be approached in somewhat different manner. Thus, this article emphasizes both the structural approach such as integration and merger, and the operational approach such as establishment of coalition body in some functional area.

Accompanied with urban development, inner cities have faced various problems such as lost of economic strength and bases, and decrease of urban attractiveness and social·cultural cohesiveness. To address those problems, many scholars have provided theoretical resolutions like low density development, innovative cities, urban revitalization and inner city revitalization. However, these approaches were not the one that reinterpret and re-contextualize inner city problems, rather tended to remove old images from cities hastily. This study tries to provide some strategies for sustainable development rather than temporary and short-term ones. To do that, using the inner city of Pocheon as a case, we analyze the causes of degradation of the inner city in terms of physical, social, economic, and institutional environments of the city. Based upon the analysis, SWOT test has been implemented to identify strengths and weaknesses of the inner city and to provide appropriate strategies for revitalization. The results indicate various strategies may be available to the inner city of Pocheon such as pro-environmental, historical·cultural, public space, public organization centered, differentiated economic base, and finally problem solving governance as an organizational system. In conclusion, when cities use differentiated strategies depending on cities`` physical, social, economic, and institutional characteristics, cities can be revitalized sustainably.

Region``s economy is closely tied to the society``s structure and administration. Therefore, most of the countries are trying to connect administrative section of the national economic structure and geographical space although it``s not completely united. This study will theoretically discuss about self-governing administration``s hierarchy, and integration of 1980s and ``90s in Europe, Japan and Korea, which are caused by economic change, aging society, and restructuring in society. In addition, through a discussion about a single system and federalism, we compared countries`` self-governing system of national and local functions based on the reference books. In summary, district reorganization relevant to self-governing service is made by domestic and foreign environmental factors, which is, transferring authoritarian regime to democracy, changes of the national financial condition, the reorganization of the local economy, the drift of the interest group in the region, and the regionalism and centralism based politics. There is little relation between administrative functions and scale of local government. However, considering that a local government``s function is constantly changed by times, areas, and objects of the service, tuning the way of functions between local governments should be prior to integration of areas.

This research examines whether there is leadership of public middle-level managers; what kinds of their leadership behaviors are effective under conditions of public sector change. Using the survey data regarding Korean central government, I find out three contextual changes: organizational structural change, environmental change, and performance attainment change. In addition, such organizational contextual changes are highly correlated with two leadership behaviors: supportive leadership and goal oriented leadership. In particular, supportive leadership is more positively related to organizational internal change and goal oriented leadership is more positively related to performance attainment change.

This study has tested a hypothesis that narcissism plays as a moderating variable in the process of impacting of social intelligence on self-efficacy at the administrative service encounter. This paper is made of three parts. The first part is to analyse the three major variables for this study. Reviewing the descriptive statistics reveals that the levels of social intelligence and self-efficacy of the subjects, citizens and public officials, are so low, implying that they don``t care about others and are not confident in their interactions. And the average points of narcissism scale disclose that 23.59 percents of 725 subjects are showing depressed, and 26 percents narcissistic, meaning 49.6 percents of them abnormal. And comparing the narcissism scores of both sexes shows that male subjects have a tendency to be narcissistic, whereas females depressed. The second, the hypothesis that social intelligence impacts on self-efficacy has been tested statistically significant. The third, the second hypothesis that narcissism plays as a moderating variable in the process of impacting of social intelligence on self-efficacy has been tested statistically insignificant. Another additional analysis illuminates that narcissism does not give impact on social intelligence and self-efficacy, nor receive any impact from them. An implication that Korean society should endeavor to raise social intelligence for more active and happier life is suggested.

Program logic models has being actively applied to program planning and evaluation in U.S., Canada, and Australia and so on. Some practitioners or researchers, however, do not precisely know the meaning and methods of logic models, just using those as templates. In the meanwhile, Korea is now in the beginning stage in studying logic models, and has the same problems in using those. Therefore, this study selected ``secondhand smoking free! Seoul program`` as a research case among academic papers and government supported researches, and investigated the problems when applying logic models. As a result, this article has found that the logic model for the secondhand smoking prevention program has exposed several errors, and has the limits in representing the complex realities. For this reason, this study tried to modify the errors of the logic model of the secondhand smoking prevention program, and suggest a more applicable logic model tailored to the complex world, which draws on systems thinking approaches.

The purpose of this study was to examine the impact of the participation motivation of volunteers in social welfare facilities on their work satisfaction and continuance will. After relevant theories and earlier studies were reviewed, it was assumed that the participation motivation elements of volunteers in social welfare facilities involving altruistic motivation and selfish motivation would affect the components of their work satisfaction and continuance will. The findings of the study were as follows: First, this study provided clear evidence that work satisfaction and continuance will was very important variable which affected volunteers in social welfare facilities. Second, The altruistic motivation of the volunteers in social welfare facilities, one of the participation motivation factors, exerted a significant influence on their work satisfaction and continuance will. The last, based on these findings, the research discussion extended to the implication of an appropriate intervention for those volunteers in social welfare facilities.

The purpose of this paper is to search for the defects of evaluation system of local public enterprise and come up with the ideas for the institutional renovation. We have classified the historical transitions into introducing(1993-1999), establishing(2000-2007), and efficiency-searching period(2008- ), respectively. And then we have delved into the institutional characteristics and limits in view of the subject, systems and use of the evaluation system of local public enterprise in Korea. As a result, we have emphasized on the value-centered discussion, setting-up of the supporting and promoting programs for the local public enterprise and its linkage to the evaluation system, reinforcement of positive incentives and improving the evaluative conditions and basis. Evaluation system of local public enterprise is not a measuring tools but a management ones. And it should not be a device for bureaucratic control, instead it should be one for supporting and promoting the local public enterprise.

This research aims at suggesting ways for improving task performance indicators for foreigners`` policy that is rising as a new policy. The tasks of foreigners`` policy in 2009, based on ``The 1st Basic Plan of Foreigners`` Policy (2008-2012)`` are composed of 4 policy objectives - 13 priority projects - 178 detailed tasks. They have somewhat different characteristics compared with those of other policies. Basically many tasks have characteristics of establishing infrastructures. And task performance indicators are centered those of process or simple output. So there are not a few limitations in measuring substantive performances objectively. Therefore, it is necessary to consider developing outcome or result - centered indicators, complementary use of customer satisfaction indicators, developing indicators for measuring efforts of departments carrying forward the task, and developing representative and core indicators, in improving task performance indicators for foreigners`` policy.

With influx and imports of policy studies made and developed by the U.S.A. into Chinese policy community since the early 1980s, the Chinese policy studies have achieved a remarkable level of policy related researches and studies in both academic and practical societies. Also the Chinese policy scholars have developed some Chinese policy theories to explain the Chinese society``s characteristics of socialism, national and/or ethnic policy, and philosophically rooted policy ideology. Those policy advancements and American policy diffusions into China, nevertheless have largely unknown to outsides. Even the neighborhood countries of Korean and Japanese policy communities ignored consciously and unconsciously those facts. Also the Chinese policy scholars did not seek to expose their policy studies to the outers. Thus this paper tried to find out some characteristics of Chinese policy researches and their orientations by content analysis on the Chinese policy literatures including policy textbooks published between 1980s and 2010 provided by the CNKI(www.cnki.net) and the library of Peking University(www.lib.pku.edu.cn) with twenty-five items/themes tested by validity and reliability in the scientific terms for research for policy studies and sciences. As of 12,620 articles and books searched in those web-sites, this paper screened them and selected 304 literatures for cross-examining policy studies in China. Thus I found six major research orientations of import and imitation of American policy studies into China, Chinese policy theories and identity, socialism in policy studies, philosophically-bounded policy theories, Chinese ethnic policy research, and multi-disciplinary policy studies in economics, law, agriculture, and social works.
